I guess these are the main heroes appeared till now in MCU.
First Lets put Quick Silver aside since he is already dead (in Avengers: Age of Ultron). For a healthy comparison lets compare those who are alive.
Black Widow and Hawkeye are nothing compared to the rest of the avengers. When it comes between Hawkeye and Black Widow , I think the former wins.
Next to these two there comes Falcon, followed by Black Panther, Captain America , Wasp , Ant Man .
Next comes not so famous Avengers War Machine and Stephen Wong . Though these guys aren’t famous they are more powerful than few famous ones.
Next to these guys here comes Loki, Scarlet Witch , Vision . Well since Tony is the one who created Vision I think he also knows how to stop Vision .
I am comparing these guys with their full possible powers. So, next to these comes Iron Man and Spider Man (with Iron Spider suit).

So now comes the top three ,
Clearly, with Time Stone, Doctor Strange tops the list followed by Thor and Hulk respectively. But I think it is fair to compare without considering Infinity Stone.
So, third position goes to Hulk

But I think with out the Time Stone, Doctor Strange is the second strongest Avenger and the most powerful avenger is Thor (of course dude he is the God of Thunder , even without the Hammer )
